5 . कलेक्टर एंड डिस्ट्रिक्ट मजिस्ट्रेट : गुटबंदी का अहंकार

 

मई 1980 में, मैं करनूल का जिला कलेक्टर बना। उस समय आंध्रप्रदेश में कोई मजबूत विरोधी पार्टी नहीँ थी और करनूल के सारे विधायक इंडियन नेशनल कांग्रेस पार्टी के ही थे। मगर फिर भी उनमें आतंरिक मतभेद बहुत थे, और तीन-चार खेमों में बंटे हुए थे। इसलिए मेरे लिए यह जरूरी था कि सभी खेमों से बराबर दूरी बनाए रखूँ।

कुछ महीने ही बीते थे कि सरकार की संरचना में परिवर्तन हुआ। तत्कालीन मुख्यमंत्री डॉ. एम. चैन्ना रेड्डी ने अपने पद से त्याग पत्र दे दिया और उनके स्थान पर श्री टी अंजईया नए मुख्यमंत्री बने। श्री अंजईया का कैबिनेट बहुत बड़ा था, करनूल से ही तीन कैबिनेट मंत्री थे और वे तीनों कांग्रेस के अलग-अलग गुटों का प्रतिनिधित्व कर रहे थे। श्री रामभूपाल रेड्डी राजस्व मंत्री, श्री ई . अयप्पा रेड्डी कानून मंत्री और श्री के. कृष्णामूर्ति लघु सिंचाई मंत्री।

एक बार जिले में दुर्भिक्ष पड़ा और जिले के अकालग्रस्त इलाकों में राजस्व मंत्री का तीन दिनों का दौरा हुआ। प्रोटोकॉल के अनुसार कलेक्टर को मुख्यमंत्री और राजस्व मंत्री के जिले में दौरे के समय उनके साथ रहना होता है, इसलिए मैं राजस्व मंत्री के साथ रहा। कुछ दिनों के बाद कानून मंत्री भी अकालग्रस्त इलाकों का दौरा करने आए और उस दौरे के दौरान वह भी मुझे अपने साथ रखना चाहते थे। मैं मंत्रीजी को सर्किट हाऊस में मिला और अपनी समस्या बताते हुए उनसे कहा, ‘‘मैं विगत तीन दिनों से राजस्व मंत्री के साथ में था, आपके दौरे में ज्वांइट कलेक्टर को आपके साथ भेज रहा हूँ।" उनको यह प्रस्ताव पसंद नहीं आया,मगर न चाहते हुए भी मेरी बात पर वह सहमत हो गए। लंबे समय से आंध्रप्रदेश में स्थानीय निकायों में भी निर्वाचन नहीँ हुए थे। अत: सरकार ने तय किया कि हर जिले में विकास गतिविधियों का जायजा लेने के लिए एक मंत्री को प्रभारी बनाया जाए। करनूल का प्रभारी सबसे वरिष्ठ नेता श्री अयप्पू रेड्डी को बनाया गया। उनके प्रभारी बनने के बाद मैंने करनूल में उनके प्रथम दौरे के समय सर्किट हाउस में उनकी खातिरदारी करने के लिए मंडलीय राजस्व अधिकारी (डिप्टी कलेक्टर) को नियुक्त किया।

मैंने डिप्टी कलेक्टर से कहा, ‘‘जैसे ही मंत्रीजी आएँ, मुझे सूचित करें ताकि मैं उनसे मिल सकूँ।’’ जब मंत्रीजी वहाँ पहुँचे तो उनके स्वागत के लिए कलेक्टर और एस.पी. (पुलिस अधीक्षक) को आया न देखकर वह तमतमा उठे। जब मैं उनसे मिलने सर्किट हाउस आया तो उनके चेहरे पर नाराजगी के भाव साफ झलक रहे थे, मानो किसी ने उनकी तौहीन कर दी हो। मैंने मंत्रीजी को प्रोटोकॉल के बारे में समझाते हुए कहा, ‘‘कलेक्टर और एस.पी. केवल राज्यपाल,मुख्यमंत्री और भू-राजस्व मंत्री की अगवानी के लिए सर्किट हाउस में उपस्थित होना होता है। बाकी मंत्री, चाहे तो, किसी खास मुद्दे पर बातचीत करने के लिए उन्हें बुला सकते है।’’ मगर मंत्रीजी अभी भी नाखुश थे, साधारणतया मंत्री के आवभगत की ज़िम्मेदारी  संबंधित डिस्ट्रिक्ट अधिकारी की होती है। क्योंकि श्री अयप्पू रेड्डी कानून मंत्री थे और जिले में कोई डिस्ट्रिक्ट लॉ ऑफिसर नहीँ होता है। इसलिए मैंने सारी बातें समझाते हुए उनसे कहा, ‘‘आगे से करनूल जिले के सदर तहसीलदार आपकी आवाभगत करने के लिए सर्किट हाऊस में रहेंगे।“ मंत्रीजी को मेरी यह सलाह नागवार गुजरी। उन्हें ऐसा लगा, जैसे मैंने तहसीदार का नाम लेकर उनके अहम को चोट पहुंचाई है यहीं से हमारे सम्बन्धों में कड़वाहट आने लगी।

आंतरिक मतभेदों के कारण राजनेताओं द्वारा अपने-अपने चेहतों का इच्छानुसार ट्रांसफर व पोस्टिंग करवाना आम बात हो गई थी। श्री अयप्पू रेड्डी की भी कुछ माँगें ऐसी ही थी, जिसे मैं पूरा नहीँ कर सकता था। राष्ट्रीय ग्रामीण रोजगार योजना (जिसे दूसरे शब्दों में ‘काम के बदले भोजन योजना’ भी कहते थे) के अंतर्गत गाँवों में संरचनात्मक सुविधाएँ उपलब्ध करवाना मुख्य उद्देश्य था। बहुत सारे ठेकेदार सरकारी अधिकारियों के साथ मिलकर इस योजना का चावल खुले बाजार में बेच रहे थे। श्री अयप्पू रेड्डी का कोई रिश्तेदार अधिकारी भी ठेकेदारों के साथ मिलकर चावल बेचते हुए पकड़ा गया था। उस अधिकारी को मैं  निलंबित करना चाहता था, मगर मंत्रीजी चाहते थे कि मैं केवल उसे वार्निंग देकर छोड़ दूँ। मैंने सरकार से उसे निलंबित करने की गुजारिश की, मगर मंत्री ने उसका निलंबन रुकवाने के लिए अपने पूरे प्रभाव का प्रयोग किया। अंततः उसका दूर दराज जिले श्रीकाकुलम में स्थानांतरण कर दिया गया।

इस घटना के उपरांत दो तिमाही बैठकें बिना किसी शिकायत-शिकवे के मंत्रीजी की अध्यक्षता में सम्पन्न हुई। इन समीक्षा बैठकों में कभी भी हमने एक दूसरे से बातचीत नहीँ की। मगर मंत्रीजी का चेहरा हर समय तमतमाया रहता था मुझे देखकर। उनकी भाव-भंगिमा और चेहरे की लकीरों में मेरे प्रति घृणा के भाव साफ झलकते हुए प्रतीत होते थे।

समुद्र में रहकर मगरमच्छ से वैर करना कहाँ उचित है, सोचकर एक बार जब मैं हैदराबाद गया था, तो अपने और मंत्रीजी के बीच पैदा हुए कटु संबंधों के बारे में मुख्य सचिव श्री एस.आर. राममूर्ति को बताते हुए उनसे कहा,‘‘सर, करनूल में मेरा रहना अब ठीक नहीँ है। श्री अयप्पू के साथ मेरे संबंध ठीक नहीँ हैं। बेहतर यही होगा कि आप मेरा वहाँ से ट्रांसफर कर दें।’’ मंत्रीजी के साथ कलेक्टर के संबंध अच्छे नहीँ हैं, तो उनका दूसरी जगह ट्रांसफर कर दिया जाए, यह वजह मुख्यसचिव को उचित नहीँ लगी। करनूल से मेरा और स्थानांतरण नहीँ हुआ।

इसी दौरान करनूल की सबसे बड़ी औद्योगिक ईकाई का निर्माण कार्य संपन्न हुआ,- ‘‘नांदियाल कॉऑपरेटिव शुगर मिल’’। इस ईकाई की महत्ता को देखकर प्रबंधन समिति के चेयरमैन की हैसियत से मैंने मिल के उद्घाटन हेतु मुख्यमंत्री को आमंत्रित करने का निश्चय किया। इस कार्य हेतु मैं मुख्यमंत्री श्री टी.अंजईया से मिला और उन्हें  शुगर मिल के उद्घाटन करने का अनुरोध किया। वह इसके लिए तुरंत सहमत हो गए और अगले महीने की एक तारीख मुकर्रर कर दी। मुख्यमंत्री की सहमति के बाद मैं श्री अयप्पू रेड्डी के कैम्प ऑफिस गया, उन्हें इस आयोजन की अध्यक्षता करने के लिए आमंत्रित करने हेतु। यह खबर सुनते ही वह पूरी तरह आग बबूला हो उठे। उनकी अप्रत्याशित प्रतिक्रिया देखकर मैं स्तब्ध रह गया। अपनी त्यौरियाँ चढ़ाते हुए उन्होंने मुझे कहा,‘‘आप अपने आप को समझते क्या हैं? मेरी आज्ञा के बिना आपने मुख्यमंत्री को आमंत्रित करने की जुर्रत कैसे की?’’

मैंने उनको शांत करने के लहजे में समझाते हुए कहा, ‘‘मैंने ऐसी कोई गलती नहीँ की है मुख्यमंत्री को आमंत्रित कर। इसमें आपकी इजाजत की जरूरत नहीँ थी। जब मुख्यमंत्री इस मिल के उद्घाटन के लिए राजी है तो इस जिले के प्रभारी मंत्री होने के नाते आपको उद्घाटन सत्र की अध्यक्षता करना शोभा देता है।’’ मंत्रीजी का गुस्सा अभी शांत नहीँ हुआ था। गुस्से से आँखें तरेरते हुए वह कहने लगे, ‘‘उस समारोह में मेरे आने का कोई मतलब नहीँ है, जब तुम मुझसे पूछे बिना किसी राजा की तरह जिले प्रशासन संभाल रहे हो।’’

गुस्से से वह अपना आपा खो बैठे थे। क्या कह रहे है, क्या नहीँ कह रहे हैं, उन्हें पता नहीँ चल रहा था। चिल्लाते-चिल्लाते वह मेरे ऊपर भी भ्रष्टाचार का आरोप लगाने लगे, ‘‘तुम एक भ्रष्ट अधिकारी हो। मुझे मालूम है कि एक बीडीओ(ब्लॉक डेवलपमेंट ऑफिसर) ने हैदराबाद में तुम्हारे मकान के लिए सीमेंट सप्लाई की है।’’ एक मंत्री के मुख से ऐसे निराधार और झूठे आरोप सुनकर मैं अवाक् रह गया। शरीर पूरी तरह शून्य! मानो काटो तो खून नहीँ। मेरा जमीर मुझे झकझोरने लगा और मैंने सीधे उनके मुँह पर उत्तर दिया, ‘‘आप इस तरह निराधार आरोप क्यों लगा रहे हो। अगर आपको लगता है कि मैंने किसी भी प्रकार की चोरी की है तो आप सीधे मुख्य सचिव या विजिलेन्स कमिश्नर को मेरे बारे में शिकायत कर सकते हैं। दूध का दूध और पानी का पानी हो जाएगा।’’

मंत्रीजी की इस तरह की प्रतिक्रिया के बाद मैंने सोचा बेहतर यही रहेगा कि करनूल से  ट्रांसफर ले लिया जाए। कम से कम जनता के सामने हमारे खराब संबंध उजागर नहीं होंगे और सरकार को भी किसी तरह की परेशानी का सामना नहीं करना पड़ेगा। हैदराबाद से करनूल लौटकर मैंने मुख्य सचिव को एक पत्र लिखा, जो इस पुस्तक की परिशिष्ट (5.1) में संलग्न है। ये सारी बातें उस पत्र में समाहित है।

कोई नेता क्या उद्घाटन समारोह का अवसर छोड़ता है? श्री रेड्डी मुख्यमंत्री के साथ नांदियाल कोऑपरेटिव शुगर मिल के उद्घाटन समारोह में भाग लेने के लिए हेलिकॉप्टर में बैठकर आए। उद्घाटन समारोह संपन्न होने के बाद हैदराबाद जाने से पूर्व मुख्यमंत्री ने मुझे अपने कमरे में बुलाया और शालीनता-पूर्वक पूछा, ‘‘मैं एक बात नहीँ समझ पा रहा हूँ, जब जिले के सारे नेता तुम्हारे काम से खुश हैं तो प्रभारी मंत्री अयप्पू रेड्डी नाखुश क्यों हैं?’’

मैंने शुरू से लेकर अंत तक उनको सारी कहानी सुना दी और श्री रेड्डी नाराजगी के कारण स्पष्ट करते हुए कहने लगा, ‘‘मेरे और मंत्रीजी के असौहार्द्र संबंधों के कारण मेरे लिए यही बेहतर रहेगा कि मैं करनूल जिला छोड़कर अन्यत्र चला जाऊँ।’’ मुख्यमंत्री को मेरा सुझाव पसंद आया और मेरे मनपसंद दूसरे जिले में पोस्टिंग का ऑफर दिया।

मैंने विनम्रतापूर्वक उनसे कहा,‘‘सर,मेरे लिए यही ठीक रहेगा कि आप फिर से मेरी पोस्टिंग हैदराबाद कर दें।’’

उन्होंने मेरा आग्रह स्वीकार किया। मेरी नियुक्ति हैदराबाद में कामर्शियल टैक्स के सह आयुक्त के रूप में कर दी गई। भले ही, श्री अंजईया ज्यादा पढ़े-लिखे इंसान नहीँ थे। एक सामान्य मजदूर से उठकर मुख्यमंत्री बने थे, मगर करनूल से मेरा ट्रांसफर करने के उनके  तरीके से मैं बहुत ज्यादा प्रभावित हुआ। उससे पहले डॉ. चेन्ना रेड्डी अपने टेलीग्राफिक संदेशों के माध्यम से ट्रांसफर करने के लिए खूब मशहूर थे। आज भी श्री अंजईया को मैं तहे दिल से धन्यवाद देना चाहूँगा कि कम से कम उन्होंने मेरी बातें सुनी, मेरी राय मांगी और उसके बाद मेरा ट्रांसफर किया।अगर वह चाहते तो बिना कुछ पूछे ही वह मेरा ट्रांसफर कर सकते थे। मगर उन्होंने ऐसा नहीँ किया। अगर ऐसा करते तो मुझे ऐसा लगता कि श्री अयप्पू रेड्डी की बातें नहीँ मानने के कारण सजा के तौर पर मेरा ट्रांसफर किया गया  है।

Dear Sir, 

After discussing with you about the desirability of my continuing at Kurnool, I had met Hon’ble Minister of Law Sri E.Ayyapu Reddy at his residence to invite him to the inaugural function of Nandyal Co-operative Sugar Mills. The Hon’ble Minister enquired of me as to how could I straight away go to the Chief Minister and request him for the inauguration of sugar factory, meaning thereby that I should have made prior consultation with him, he being the Minister in-charge of the district. I explained to him that to my understanding, the Minister in-charge is to preside over the Zilla Parishad Advisory Committee meetings in the absence of an elected Zilla Parishad and generally review the development activities in the district.It is not necessary for the Collector to consult him on every matter relating to the administration of the district. I had requested the Chief Minister to inaugurate the sugar mill in my capacity as Chairman of the Board of Directors of the sugar mill which is an autonomous institution and therefore, I did not feel it necessary to consult him before inviting the Chief Minister for the inauguration.The Hon’ble Minister thereon stated that if I think that I must rule the district, where is the need for me to seek his cooperation. I told him that there was no question of my ruling the district and I am discharging my functions as the District Collector in the manner I consider most appropriate. The Minister there upon observed that I have not been discharging my duties properly and that there are charges of corruption against me. I requested him to be specific and let me know of any instance that has come to his notice. He mentioned that he had information that Sri. C. Rami Reddy (the former BDO of Dhone, whom I had recommended for suspension and who has since been transferred to Srikakulam in view of his alleged complicity in disposal of NREP rice in the open market) had supplied cement for construction of my house at Hyderabad. The Hon’ble Minister perhaps did not know that most of the work of my house requiring cement had already been completed even before I took charge as the Collector of Kurnool District. I was astonished to hear this wild and baseless allegation from the Hon’ble Minister. After requesting to him that if he had any information it would be appropriate for him to send a written complaint to the Chief Secretary or the Vigilance Commissioner, I took leave of the Minister. 
During the course of the discussions, the Minister observed that he is not getting due consideration as Minister in-charge of the district and instead of the Collector, Superintendent of Police and Sub-Collector calling on him when he visits the district, perhaps it may be necessary for him to call on these officers. I explained to the Hon’ble Minister that according to the prescribed protocol the Collector and Superintendent of Police are required to call on the Minister during his first visit. It is not necessary for them to call on him on each subsequent visit, as it is neither prescribed in the protocol nor it is possible in view of pressing demands on the time of these officers. The Minister perhaps feels that having been designated minister in-charge of the district; he entitled to privileges over and above those prescribed under the normal protocol instructions. As there is no district officer in-charge of the subjects of the Hon’ble Law Minister, and therefore, no district level officer is accompanying him on his tours, he feels that he is not getting due important in the district. However, the absence of a district officer cannot be made up by the Collector and Collector cannot be expected to follow him on his tours every time he comes to the district. In spite of several other passing items of work I had sent the Joint Collector to accompany the Minister for tour of his constituency even though the Joint Collector and I had already visited most of the villages earlier. However, this is not possible on every visit of the Minister.
Nandyal Sugar Factory is a major industrial project in the district with an investment of Rs.7 crore. In view of its importance, I have always thought it appropriate that the Hon’ble Chief Minister should inaugurate this factory and this was the common consensus amongst the committee of persons-in-charge. The Hon’ble Minister of Law had expressed his desire to inaugurate the sugar mill to the Managing Director of the mill last month. I had requested the Managing Director to inform the Minister that in view of the importance of the industry in the district, I feel it appropriate if the Chief Minister inaugurates the mill. I am at a loss to understand that after having made it clear that it would be appropriate, if the Chief Minister inaugurates the sugar mill, why should the Hon’ble Minister for Law be keen to inaugurate the mill and why should he take objection to my inviting the Chief Minister.
I was aghast to hear the baseless and the wild charges of corruption coming from a responsible Minister of the State Government. If the Hon’ble Minister knew that Sri C. Rami Reddy,  the former BDO of the Dhone, had supplied cement for the construction of my house, the Minister was obviously aware of the misconduct of the Sri C. Rami Reddy and should not have stood in the way of his suspension. It would perhaps have been more appropriate for him to agree with my proposal for suspension of the BDO in view of his personal knowledge of the misconduct of the BDO in having supplied cement to me. He should have mentioned that in addition to the BDO, the Collector is equally corrupt and, therefore, action should have taken against him also. The entire record of construction of my house is available for scrutiny by anybody and I have been keeping the Government informed of the various loans I had raised during the construction . 
  In a district so the ridden  with factions, to my understanding it is inappropriate for the District Collector to align himself with particular groups and seek instructions from them, whether it is led by the  minister or any one else. 
         As the Hon’ble Law Minister, who is the minister in-charge of the district, has serious reservations about my capacity to function as the District Collector and has also reasons to believe that I am a corrupt officer, it would be unfair to him, to the district and to me, if I am continued as the district collector, Kurnool any longer. I therefore, request that I may be shifted from this place at the earliest. 
    I had tried to see you personally after my interview with the minister both on the evening of the 4th and forenoon of the 5th but as you were away from residence, I could not meet and apprise you of the developments before I left Hyderabad for Kurnool.
